Be sure to choose your skills wisely.
Get the extra experience and skillpoint granting perks as early as possible.

Will try to think of more. Haven't played this game in quite a while so my memory is a bit rusty.

Don't get extra xp perks, leveling is most of what makes this game interesting and slowly introduces new concepts and strategies to your character. Get comprehension (+2 from books instead of +1), this is godly but IIRC it isn't needed to get a perfect char because broken steel took the fun of that away with the lvl30 cap. Otherwise, just don't read anything about it and play for 10-20 hours, then start a new char, plan what you will do first and so on and learn everything about the game.
